There is a contradiction in the article.

It states that the Headquarters of the Inquisition lie under the Ice Caps of the South Pole.

That is all dandy, until you realize that further above in the article it says that there is no water left on the planet, and that water is brought in as ice meteors and then melted in the atmosphere.

Since it is also stated that this water is distributed to the populace, it can be ruled out that this water is used to replenish the ice caps on the poles, which would anyway have boiled away by the heat of billions of people, according to the article.

So what type of ice are the pole caps on top of the Inquisitions headquarters made from actually?
