Do you mean:
Is the emperor forced to sit on the golden throne since and because Magnus destroyed the seals that protected terra from the warp?

He does, it's the reason why Malcador had to take his place during the Battle of Terra, when he battled Horus. No one else could take the pressure of stopping the Daemons from slipping through.
After Magnus entered and until the battle, the Emperor sat day and night on the throne and did nothing else except the occassional psychic image of himself.
Wow! What a sacrifice for mankind...
DAMN! The emperor must have been really angry on magnus! So he forbid psychic stuff the things magnus loves the most...and forbid it for the safety reason of course ;)
Oh yea it was awful. I mean, if Magun hadn't broken inot the palace like that, one, we'd have a Webway, and two, the Emperor would have been free to personally deal with Horus from the outset. And Rogal Dorn is all, "Why does he stay locked in the Palace?" Well, your dumb brother broke open the seals keeping it safe. GOOOOO SORCERY!
No one was supposed to sit on the throne for long. Only until the Webway could be maintained without someone controlling it. The Emperor was going to use magnus to hold it open for awhile. When the emperor was working on the portal he didnt need to sit on the throne and the dimension was stable. Magnus in his need to communicate with the Emperor tried to pierce through the barrier to reach the Emperor but could not because the barriers were too strong. Thats when Tzeetch offered him the power to breach it which he accepted.
MISTAKES WERE MADE!!!!
All hell broke loose as the the future of mankind was shattered before the Emperors eyes. Uniting the Imperium into one giant super hive ended in fire and Daemons. Also if he didn't sit on the damaged golden throne after he beat horus Daemons would spill into Terra itself.
Magnus is one of my favorite Primarchs but he basically ruined everything. Magnus, Horus, and Lorgar pretty much did the most damage in the Heresy.
Blame the chaos gods, not their pawns.
